By "complete" I was thinking more along the lines of "a full and accurate rendering of the current set of laws."
Most of the laws look fairly normal, in fact. The Constitution is a paranoid self-congratulation and full of some henious obligations, but the rest of the laws are sometimes even sensible.
But a comment from the site's introduction is thought-provoking:
"Chinese law is for the most part, opaque, difficult to find, and can involve internal administrative regulations not available to the public.... It is very important to understand that even within the context of Chinese law, the Communist Party reigns supreme, and as far as the party leadership is concerned, the law should not be used as a tool to subvert the party's leadership."
I don't know how to comment on that without being glib.

I worked my way through the Labour Laws for China - and they for the most part contain exactly the same types of laws and provisions as e.g. Australian labour Laws.
What is lacking here isn't so much the law, but the will/desire to enforce it. Laws are only as good as their enforcement, and the laws that are more likely to be enforced are those that protect the interests of the 'supreme'.

Near universities I have seen bookshops that sell English translations of the Chinese laws. Chinese friend who studied law felt that most of the laws were fairly peicemeal and needed compiling into a more logical order, particularly those concerning what constitutes vaild testimony in court. His thesis was on this topic. Wonder if anyone will ever read it?

There is a new link on the (ahem) Links page that gives you somewhat searchable access to a huge body of Chinese law in English. No proxy required.
